Issued to mark the 200th anniversary of the Dutch tax authority, the Belastingdienst, which traces its institutional origins to 1806 when Louis Bonaparte — installed as King of Holland by his brother Napoleon — reorganized the existing fiscal administration into a centralized national body. The modern Belastingdienst as a unified civilian agency is largely a postwar construction, which made the choice of 1806 as the commemorative anchor date a mild historical convenience rather than a clean institutional continuity.
