Fréjus issued this piece in 1997 as part of the wave of French municipal emergency coinage that proliferated in the mid-1990s, when local governments and commercial associations exploited a legal gray area to circulate town-specific currency redeemable at participating merchants. The practice drew repeated scrutiny from the Banque de France, which had never formally sanctioned it.
