Liberia's late-1990s and early-2000s commemorative program produced an extraordinary volume of copper-nickel issues marketed almost entirely to foreign collectors, with little to no intended domestic circulation. The country was emerging from the First Liberian Civil War, and the Central Bank's commemorative output during this period functioned largely as a revenue mechanism rather than a monetary exercise.

The Chinese lunar series it spawned was aimed squarely at the Asian collector market.
