Palau has issued bullion and commemorative silver dollars continuously since 1992 under a licensing arrangement that has made the republic one of the most prolific small-nation coin issuers in the Pacific — a program driven almost entirely by export to collector markets rather than any domestic monetary need. The Lunar series fits squarely within that commercial framework.

KM#895.2 distinguishes this piece from the .925 variant struck in the same program year, the composition difference being the primary catalogued distinction between the two types.
