Liberia's late-1990s and early-2000s commemorative output was prolific to the point of cynicism — the country was in the grip of civil war and economic collapse, and its coin program existed almost entirely for the collector export market, with pieces never intended to circulate domestically. This lunar series dollar was almost certainly produced under contract by a private mint and sold through international distributors, a common arrangement for Liberia during this period.
