Liberia's late-1990s and early-2000s commemorative program was essentially a commercial licensing operation — the coins were designed, marketed, and distributed almost entirely by outside trading houses, with the Liberian government lending its name for a fee. Most pieces in this run, including the Year of the Dragon issues, were never intended for domestic circulation and went directly to the collector market via mail-order and teleshop channels in Europe and North America.
The "Type II" distinction separates this from at least one other dragon-year issue struck under the same program, a consequence of multiple contracts running simultaneously with different producers.
