Liberia's Olympic commemorative program in the late 1990s and early 2000s was essentially a revenue operation — the country was deep in the Second Liberian Civil War, and coin issues like this one were licensed to overseas distributors with little connection to the Liberian government's actual monetary needs. The coins never circulated domestically in any meaningful sense.

The Sydney Games of 2000 generated an extraordinary volume of licensed commemorative coinage from small or distressed nations. Liberia alone produced dozens of distinct types for the event.
