The WTO's first Ministerial Conference was held in Singapore in December 1996 — a deliberate choice, as the city-state's export-driven economy made it a showcase argument for trade liberalization. The conference produced the Singapore Ministerial Declaration, which set the agenda for what would eventually become the fractious Doha round.

Singapore issued commemoratives for major international gatherings as a matter of consistent policy throughout the 1990s, tying numismatic output directly to its role as a global meeting point. KM#149 is the copper-nickel circulation-strike version; a silver proof was issued concurrently for the collector market.
