Palau gained the authority to issue its own coinage under the Compact of Free Association with the United States, which took effect in 1994 — making this 1995 release one of the earliest coins struck under Palauan sovereignty. The UN anniversary provided a natural occasion for a newly independent Pacific microstate to assert that sovereignty on the international stage, and Palau leaned heavily into commemorative silver issues throughout the 1990s as a primary revenue source rather than for any practical monetary purpose.
