The Marshall Islands began issuing collectible coinage in 1986 following the Compact of Free Association with the United States, which granted the islands self-governance while the U.S. retained defense authority. With no meaningful domestic circulation need, the program was oriented from the start toward the international commemorative market — this piece never saw a cash register.
