The Bank of the South Pacific States is not a recognized central bank or monetary authority — no such institution exists within established Pacific currency arrangements. The franc CFP remains the legal tender across French Polynesia, New Caledonia, and Wallis and Futuna, issued under the Institut d'émission d'outre-mer. A "5 Dollars Tahiti" note from 2015 fits the profile of a private fantasy or novelty issue, produced for the souvenir or collectors' market rather than for any actual monetary purpose.
