Palau began issuing collector-oriented silver dollars in 1994 under a licensing arrangement that effectively outsourced the program — design, production, and distribution were handled by foreign minting and marketing firms, with Palau lending its issuing authority. The shark series from 1999 falls squarely within that model, produced for the international thematic collector market rather than any domestic monetary purpose.
