Palau has operated one of the more prolific commemorative programs in the Pacific, licensing its sovereignty to European minting houses — primarily the Austrian Mint and various private issuers — to produce collector pieces with no meaningful domestic circulation. This pyramids issue is part of that arrangement, struck almost certainly in Austria for the international bullion and novelty market rather than for any Palauan economic purpose.
