The Republic of the Marshall Islands built a cottage industry through the 1990s issuing commemorative coinage for Western collectors, contracting production to foreign mints while the islands themselves had no functioning mint infrastructure. These pieces circulated in name only — legal tender by declaration, souvenir in practice.
The fiftieth anniversary of V-E Day prompted dozens of such issues worldwide in 1995, making the Marshall Islands release one among scores competing for the same collector dollar.
