Palmyra Atoll, a U.S. territory roughly 1,000 miles south of Hawaii, has no permanent population and no functioning economy — making this Palauan issue purely a collector vehicle rather than anything approaching a circulating currency. Palau has issued coins referencing far-flung Pacific locations since the 1990s, a commercially driven program that exploits its mint authority with no pretense otherwise.

KM#417 is one of dozens of similar issues from this period. Its interest lies entirely in the subject matter: Palmyra's reef ecosystem, closed to the public and administered by the U.S. Fish and Wildlife Service since 2001.
