Palau has issued commemorative silver under its own authority since 1992, despite having no domestic minting infrastructure — all production is contracted to foreign facilities, in this case almost certainly the B.H. Mayer mint in Germany, which struck the bulk of Palau's themed issues during this period. The Palace of Versailles was added to the UNESCO World Heritage List in 1979, but the coin's issuance coincides with no particular Versailles anniversary; it sits in a long run of Palauan topographical commemoratives aimed squarely at the collector market rather than circulation.
