Palau's 1999 environmental series was among the first wave of thematic collector issues from a Pacific microstate that had only established its own coinage authority following independence from U.S. administration in 1994. The series leaned heavily on international conservation messaging that was commercially fashionable at the end of the millennium, targeted squarely at the European collector market rather than any domestic circulation purpose.
