Palau has operated a prolific commemorative coin program since the 1990s, licensing its sovereign issuing authority to foreign minting houses — in this case almost certainly a European producer — to generate revenue entirely detached from any domestic monetary need. The country has no meaningful circulation coinage economy of its own.
The "Ounce of Luck" series trades on four-leaf clover and good-fortune iconography aimed squarely at the gift and novelty collector market.
