Liberia's commemorative output in the late 1990s and early 2000s was prolific to the point of cynicism — the country issued hundreds of themed coins aimed squarely at the foreign collector market, with no meaningful domestic circulation intended. This piece, marking the 1991 Gulf War a full decade after the fact, belongs firmly to that category. The timing had nothing to do with any Liberian connection to the conflict and everything to do with a licensing and sales window.
