| Obverse description | Central field features the national coat of arms of Palau rendered in high relief, depicting a sea deity bearing a trident flanked by a mermaid figure, with a treasure chest and marine flora in the lower field, all within a shield surmounted by a compass star and crescent. The legend REPUBLIC OF PALAU curves along the upper periphery in Latin script, with six five-pointed stars arranged symmetrically on either side. Above the shield, a figure in a traditional outrigger canoe is depicted in flight. The denomination 5$ appears at the base of the field, flanked by decorative arc elements. Palau has issued commemorative silver dollars since 1992 under a licensing arrangement that effectively outsources its coinage program to private minting houses — the island nation itself has no mint. The "Islands Dreams" series belongs to a run of Palauan issues produced primarily for the collector market, never intended for domestic circulation in a country whose everyday currency is the U.S. dollar.
KM#190 is one of several 2006 Palauan issues struck by the Austrian Mint under contract.
