Issued to mark Singapore's hosting of the 2006 IMF–World Bank Annual Meetings — the first time those meetings were held in Southeast Asia since 1997. The timing was deliberate: Singapore lobbied actively for the hosting rights partly to signal regional financial recovery in the decade following the Asian currency crisis, during which the IMF's own intervention policies had remained deeply controversial among the member states most affected.
