Palau began issuing themed commemorative silver dollars in the late 1990s through agreements with foreign minting houses, producing collector pieces with no meaningful connection to Palauan monetary history. This particular issue commemorates German East Africa — a colonial territory dissolved in 1919 following Germany's defeat in World War I and the subsequent redistribution of its territories under League of Nations mandates to Britain and Belgium.

The KM#18 attribution places it within Palau's early commemorative run, most of which were marketed directly to the collector trade and saw no circulation whatsoever.
