Liberia's prolific early-2000s commemorative program was driven almost entirely by export to the collector market, not domestic circulation. These pieces were produced in volume by foreign minting contractors and sold through novelty distributors — the Liberian government licensing its name and sovereignty for revenue while the coins themselves never meaningfully entered Liberian trade.
