Tokelau's lunar series issues are struck by the New Zealand Mint on behalf of the territory's General Fono, the governing council that formally assumed administrative authority from New Zealand in 2004. Tokelau itself has no mint, no indigenous coinage tradition, and a population under 1,500 — making these coins instruments of revenue rather than circulation, sold directly to collectors at issue price.
