Niue's 1988 commemorative program was among the earliest and most aggressive uses of the Cook Islands-affiliated Pacific microstates as vehicles for licensed sports celebrity coinage — a revenue model that had little to do with local monetary needs and everything to do with overseas collector markets. Graf was the logical subject: in 1988 she completed the Golden Slam, winning all four Grand Slams plus Olympic gold at Seoul, the only tennis player in history to achieve this in a single calendar year.
