Part of Cook Islands' late-1990s collector series celebrating figures of British cultural heritage, this issue honors Robert Burns, whose 1759 birth in Alloway, Ayrshire made him the son of a tenant farmer — a background that shaped the radical egalitarianism running through his verse. Burns died in 1796 at 37, almost certainly from rheumatic heart disease aggravated by years of physical labor. The Cook Islands had no organic connection to Burns whatsoever; the series was a pure numismatic licensing exercise marketed to British and Commonwealth collectors.

The two-troy-ounce format was common to this issuer's commemorative output in the period, produced by external minting contractors rather than any domestic facility.
