Niue's late-1990s wildlife series was produced under a licensing arrangement that allowed the tiny Pacific territory — with a population under 2,000 — to generate government revenue almost entirely through commemorative coin programs rather than domestic taxation. The Pterois radiata, the radiated lionfish, was an unusual choice even within that series; most issuers defaulted to charismatic megafauna rather than venomous Indo-Pacific reef fish.
