Obverse description Right-facing crowned effigy of Queen Elizabeth II, rendered in Raphael David Maklouf's third portrait design, with the queen wearing the George IV State Diadem and pearl drop earrings. The truncation of the bust is finely detailed with draped neckline. The legend ELIZABETH II arcs along the left periphery and COOK ISLANDS along the right, both separated by a beaded inner border. The date 1997 appears in the exergue below the portrait.

Part of a wave of small-denomination gold issues Cook Islands licensed through the 1990s, this piece was produced primarily for the gift and novelty market rather than numismatic circulation. The Cook Islands' willingness to lease its monetary authority for such series made it one of the most prolific small-nation issuers of the decade — few of these coins ever reached the islands themselves.
