Part of a larger themed series issued for the collector market, this piece was struck by a private mint under license rather than through any domestic Cook Islands minting facility — the islands have no mint of their own and contract virtually all commemorative production to overseas manufacturers, most commonly in Europe or Australia. The "History of the Samurai" branding situates it within a wave of Pacific-issued Japanese-themed silver that flooded the numismatic market during the mid-2010s. Cook Islands has issued legal tender commemoratives since the 1970s, though none are intended for circulation.
