Niue has functioned since the 1990s as a licensing vehicle for the New Zealand-administered numismatic market, issuing coins under its nominal sovereignty while the actual production and distribution is handled entirely by external mints and bullion dealers. The Helios issue is a product of that arrangement — legal tender in name, never intended to circulate, designed from conception as a collectible.
The amber insert is sourced from Baltic deposits, where fossilized resin aged 44 million years is routinely cut and fitted into modern coin blanks by Polish and German specialty mints.
