Tokelau has no mint of its own and issues collector coins entirely through licensing arrangements, with this piece almost certainly struck by the New Zealand Mint on behalf of the territory's three atolls — Atafu, Nukunonu, and Fakaofo — whose combined land area totals less than 12 square kilometers. The territory operates under a non-self-governing arrangement with New Zealand, and coin revenue supplements an economy with essentially no export base beyond fishing licenses and philatelic sales.

"Hahave" is the Tokelauan word for turtle.
