Tokelau's coin program exists almost entirely as a revenue mechanism for the territory — a collectibles-driven income stream for an atoll group with no domestic economy capable of sustaining one. The 2012 zodiac series was produced by the New Zealand Mint on behalf of Tokelau, which has no mint of its own and issues legal tender coinage purely for the collector market.
The gilded variant, designated KM#148a, carries selective gold plating applied post-strike — a finish distinction that separates it from the standard KM#148 issue rather than representing a separate minting run.
