This is a privately designed bullion-collector piece issued under Niue's licensing arrangement with the New Zealand Mint, which has produced dozens of themed silver releases under Niue's authority since the early 2000s — a revenue arrangement that has nothing to do with Niuean monetary history and everything to do with the global commemorative coin market. The "1889" in the title references Van Gogh's sunflower paintings, not a date of issue.
