Tokelau has no mint of its own and no domestic coin-striking capability — all issues bearing its name are produced under contract, typically through the New Zealand Mint, trading on the territory's status as a non-self-governing territory under New Zealand administration. The "Equilibrium" series is a bullion-adjacent collector program, one of dozens of themed releases the territory has licensed in recent years to generate revenue, since Tokelau has virtually no tax base and relies heavily on external funding and philatelic and numismatic income.
