Part of the Perth Mint's ongoing "Dragon" bullion series, this issue targets the Chinese lunar collectibles market rather than Tuvaluan domestic circulation — Tuvalu has used Australian currency since independence in 1978 and mints no circulating coinage of its own. The arrangement with Perth is essentially a licensing deal, granting legal tender status to coins that will never see a cash register on the island.
The .9999 fine specification places it above the traditional .999 bullion standard, a refinement Perth adopted to compete directly with the Royal Canadian Mint's Maple Leaf program.
