The China-ASEAN Expo launched in Nanning, Guangdang Province, in 2004 as a direct outgrowth of the ASEAN-China Free Trade Agreement framework signed in 2002 — the first such trade fair institutionalized between China and the ten-member bloc. Cook Islands has no meaningful political or economic stake in that relationship; the issue belongs to the well-documented pattern of the Cook Islands treasury licensing commemorative silver to third-party distributors targeting Asian collector markets throughout the 2000s.
