Palau has issued commemorative silver coinage continuously since 1992, largely through licensing arrangements with foreign minting houses — the coins have no domestic circulation function and are produced almost entirely for the collector market. This particular issue belongs to a long-running marine life series that has made Palau one of the more prolific small-nation coin programs of the past three decades, a position enabled by its Compact of Free Association with the United States, which handles its defense and currency needs and frees the government to monetize its sovereignty through numismatic licensing without the constraints of a functioning monetary system.
