The Marshall Islands began issuing commemorative circulation strikes in the late 1980s as a direct revenue strategy following the Compact of Free Association with the United States, which took effect in 1986. With no central bank and the U.S. dollar as its functional currency, the government had limited tools for generating seigniorage — commemorative coinage filled that gap. By 1997 the program had grown sprawling enough to produce multiple themed releases annually, of which this Christmas issue is one.
