The "Killers" branding places this in Cook Islands' long-running series of silver rounds issued under nominal Pacific sovereignty — a legal framework Cook Islands has exploited since the 1970s to produce collector-market bullion with face values that bear no relationship to circulation reality. No Cook Islander has ever spent five dollars on a coin worth multiples of that in silver alone.
