Reverse description The reverse presents a composition centered on a quotation by James Madison, flanked by emblematic devices including a heraldic eagle, the torch of freedom, and a laurel branch symbolizing liberty and civic virtue. The Madison quotation reads: EQUAL LAWS PROTECTING EQUAL RIGHTS ARE...THE BEST GUARANTEE OF LOYALTY AND LOVE OF COUNTRY. The national motto E PLURIBUS UNUM and the country name UNITED STATES OF AMERICA appear in the surrounding legend, with the denomination FIVE DOLLARS inscribed at the base. The design, by Joseph D. Pena, balances patriotic imagery with the didactic intent of the Bill of Rights commemorative series.
