Andorra's coinage authority operated under an unusual arrangement throughout the 1990s — the co-princes (the Bishop of Urgell and the President of France) nominally sanctioned issues, but the Comú system meant collector coins were largely a revenue mechanism rather than circulating currency. Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, making his name a fixture on Andorran issues across three decades.
