During the economic dislocation of late 1919 and early 1920, the chronic shortage of small-denomination coinage across the newly formed Kingdom of Serbs, Croats and Slovenes prompted several regional postal and telegraph administrations to issue their own emergency scrip. The Zagreb PTT note was one such locally authorized substitute — issued by a state utility rather than a banking institution, which made its legal standing ambiguous from the start.
These postal emergency issues were typically redeemed quickly once centralized coin supply stabilized, which kept survival rates low. Most circulated hard and short.
