The cruzeiro novo was introduced in February 1967 at a rate of 1,000 old cruzeiros to one, a redenomination meant to signal a break from the chronic inflation that had plagued Brazil through the early 1960s. Rather than printing an entirely new series, the Banco Central simply overstamped existing P#174 cruzeiro stock — the overprint was the policy announcement made physical.
The signature change across series ranges reflects a genuine administrative transition: Octávio Gouvêa de Bulhões served as Finance Minister under Castelo Branco and was the architect of the PAEG stabilization program. His name appearing on both signature pairings is the more consequential detail here.
