Pei Hai Bank was established in 1938 by the Shandong-Jiangsu Border Region government — one of several Communist base-area banks operating in guerrilla-held territory during the Japanese occupation. Its notes circulated as the effective monetary authority in areas where both Japanese military scrip and Nationalist currency were simultaneously present, creating a three-way competition for local acceptance that the base-area authorities managed partly through mandatory acceptance decrees backed by military enforcement.
The 1942 date corresponds to a period of intensified Japanese "mop-up" campaigns in the Shandong base areas, which disrupted printing schedules and led to significant variation in paper stock and print quality across issues of this series. Authentication of genuine examples requires close attention to paper texture, as wartime counterfeiting by Japanese intelligence units targeted base-area currency specifically.
