The Farmer's Bank of Northwest China was a communist-controlled institution operating out of the Shaanxi-Gansu-Ningxia Border Region — the wartime base of the Chinese Communist Party centered on Yan'an. Established in 1936 and reorganized under this name in 1940, it issued currency independently of both the Nationalist government's legal tender and the Japanese occupation money circulating elsewhere. The Border Region deliberately maintained its own monetary system to fund guerrilla administration and resist Chongqing's economic authority.

Pick S3292 is among the earliest issues under the reorganized bank name. Notes from this institution are genuinely scarce in Western collections — most surviving examples remained in mainland Chinese archives or were absorbed into the People's Bank network after 1949.
