The Bank of Pei Hai was a Communist Party financial institution operating in the Shandong-Hebei border region during the Second Sino-Japanese War and the subsequent civil conflict. Its notes circulated in liberated areas controlled by the People's Liberation Army and its predecessor forces — zones where Nationalist currency was actively suppressed and Pei Hai notes were the mandated legal tender for trade and taxation.
Year 34 refers to the Republican calendar, placing this issue in 1945 — the final year of Japanese occupation, when military logistics and political consolidation made stable local currency a battlefield priority as much as an economic one.
