Pei Hai Bank was the official financial institution of the Shandong-Jiangsu-Hebei-Chahar Border Region government, one of several Communist-controlled base area banks operating behind Japanese lines during the Second Sino-Japanese War. Notes like this 5 Chiao piece circulated in areas where Nationalist currency, Japanese Military Yen, and locally issued scrip all competed for acceptance — sometimes violently.
The dual denomination labeling, "Chiao" alongside "Cents," was a deliberate hedging strategy, keeping the note legible to populations across regions with different monetary vocabularies. Pei Hai Bank was later absorbed into the People's Bank of China at its founding in 1948.
