The Southeast Hupeh Worker's, Farmer's, and Soldier's Bank was one of dozens of short-lived soviet-area banks established by Chinese Communist forces during the Jiangxi Soviet period, issuing local currency to fund military operations and stabilize exchange within controlled territory. Southeast Hupeh — the Eyang Soviet district along the Yangtze corridor — was under constant Nationalist encirclement pressure throughout 1932, and notes from this issuer had an operational life measured in months rather than years.

Survival rate is extremely low. Most soviet-area notes of this period were deliberately destroyed during Nationalist "pacification" campaigns or abandoned during the Red Army's forced withdrawals. P#S3524 is among the rarer recorded issues from the Hupeh soviet banking network.
