Liberia has a long history of issuing collector-targeted novelty coinage with no meaningful domestic circulation — the country's everyday economy runs almost entirely on U.S. dollars and Liberian dollars, not commemorative copper pieces. This Panda-themed issue follows a well-worn commercial formula aimed squarely at the international bullion and novelty collector market, where the Central Bank licenses its name to private minting operations in exchange for revenue.
The Chinese Panda coin series, issued by the People's Bank of China since 1982, is almost certainly the design inspiration being leveraged here.
