Torii Station, on the west coast of Okinawa near Yomitan, operated as a U.S. Army base from the immediate postwar period through the decades-long American administration of the Ryukyu Islands. Non-commissioned officers' clubs on American bases throughout the Pacific issued their own scrip during this period to keep funds circulating within the mess rather than bleeding into the local economy — a practical financial control, not a formal currency program.
The red paper composition is a deliberate denomination marker, a common convention in military club scrip systems where color differentiated values at a glance across a busy bar counter.
